How does a funnel cloud form? Cloud rotation spotted near Mount Angel Monday AM, no damage reported

The National Weather Service (NWS) says a funnel cloud was spotted near Mount Angel, Monday morning.
According to a local storm report issued Monday afternoon, NWS Portland says they received pictures from the area showing a funnel cloud about 8:40 a.m.
KATU viewer Kat Conner sent us a photo showing an ominous-looking cloud consistent with a funnel cloud. There have been no reports of damage, so it is unlikely the funnel cloud touched down, forming a tornado.
