Police standoff in NW Portland ends after officers determine man no longer a threat

Portland police were in a standoff with a man in Northwest Portland on Monday evening who they said was armed with knives and threatened police, spraying one officer with pepper spray.

Police backed away from the man and lifted a shelter-in-place order after the incident commander determined there was no longer a threat to the public and the man’s aggression was only toward officers.

Just before 6 p.m., officers driving through the area of Northwest 21st Avenue and Northwest Hoyt Street spotted the man they knew had a warrant.

When they got out of their patrol car, they said the man sprayed officers with pepper spray and lunged at them with a knife before running off.

Police deployed a stun gun and less lethal munitions against the man, but they said those measures were ineffective.

The man ran to the front of a restaurant near Northwest 21st Avenue and Northwest Irving Street, where police said they contained him.

"The police kept yelling, you know, ‘If you don’t drop this knife, we’re going to shoot you. If you don’t drop this knife, we’re going to shoot you!’ And so, he was backed up against the wall, terrified, and the police came out with rubber bullets. I think they had already tased him at that time. But they shot a rubber bullet, and it shot the glass behind him,” said Cally Nicholls who was visiting from Seattle with her partner.

Video obtained by KATU News from a witness showed officers firing some sort of device toward the person as he screamed and ran toward Scotties Pizza Parlor. People who were sitting outside the restaurant could be seen running from their seats.

Police evacuated businesses and escorted people out of the area during the shelter-in-place order.

"After officers backed away, community members checked on the suspect and have given him food and money," police said in a Monday night news release. "As the suspect is known to officers, a plan will be developed to take him into custody at a later date."

When a KATU crew arrived at the scene around 9 p.m., the man appeared to still be in front of the pizza parlor. Several people were observed talking with him.
