Oregon bill aimed at revising state’s gun control law, M114, with permit and training changes

Oregon State Representatives will soon vote on a bill that would make several changes to Ballot Measure 114.
The measure, passed by voters in 2022, requires a gun purchaser to get a permit issued by police. To get a permit, the individual must take a training course, give fingerprint data information, and undergo a criminal background check.
The measure also bans the sale, transfer, and manufacture of 10-round magazines.
House Bill 3075 would change the permit process and make other revisions to Measure 114. On Tuesday, the bill was lifted from the House Committee on Judiciary.
The bill proposes additional requirements for a permit’s approval. Gun purchasers would also be required to verify their identity with a photograph and have their data entered into the Law Enforcement Data System. The original requirements set in Measure 114 would still be required under this bill.
The bill also clarifies who would issue these permits. City residents would apply to the city police or the county sheriff, and residents in unincorporated areas would apply through the county sheriff.
