Portland City Council considers changing noise code to be more objective

Officials are looking to make some big changes to the city of Portland’s Noise Enforcement Code. The goal is to consolidate two existing ones, which many say, as it stands, are “conflicting.”

These are the two separate noise enforcement codes:

1.Title 18 Noise Control, a civil system that applies objective, measurable standards through decibel-based enforcement.

2.Sections 14A.30.010 and 14A.30.020 (Nuisance Noise), a subjective, complaint-driven system based on the “plainly audible” standard, which the city has received complaints of inconsistent enforcement.

Right now, there’s a push to amend the city code by repealing Title 14 and amending Title 18, after city officials say they have received feedback over the “complaint-based and subjective enforcement standards” of Title 14.
