Portland forces business owner to spend $100,000 to improve street corner ahead of office renovation

A KATU Investigation left lawmakers shocked, as they debated a bill restricting when local governments can require developers to take on costly construction projects during the permitting process.
Our investigation last April highlighted Kami Price’s problem. Kami said Portland forced her to spend $100,000 to improve a nearby street corner in order to renovate the inside of her office.
However, KATU’s investigation found ODOT planned to fix that exact same corner in an upcoming project, but emails we obtained show the city coordinated with ODOT to axe the work from ODOT’s to-do list and punt the project to Kami and her business partner instead.
