Lawmakers push for cell phone restrictions in Oregon schools to limit student use during class

A bipartisan group of lawmakers is advocating for a bill that would restrict cell phone use in schools across Oregon.
The original proposal mandates schools to limit device usage during school hours, but a proposed amendment would narrow this restriction to instructional hours only. This change would permit students to use their phones during lunch, passing periods, and recess.
Students with learning disabilities, including those with an Individualized Education Program (IEP) or a 504 plan, would be exempt from the ban during instructional hours. Additionally, cell phones would be accessible to all students in emergencies.
Another amendment under consideration would allow teachers to permit cell phone use if it supports academic activities. The initial version of the bill called for a complete ban on cell phone use. If a curriculum requires technology, students using personal devices must be provided free access to necessary apps and materials.
