Oregon releases 2025-27 budget framework amid federal funding concerns

The Oregon Joint Committee on Ways and Means has unveiled the 2025-27 legislative budget framework, outlining the state’s financial strategy for the next two years.

The framework, guided by four key principles—protecting core services, maximizing value, mitigating uncertainty, and prioritizing key investments—was crafted under the leadership of Oregon Senator Kate Lieber and Representative Tawna Sanchez. Sen. Lieber said the goal of this framework is to provide an outline to the public about where the state is at financially.

"we really try to focus the framework on core services and making sure that we were funding those services that matter most to Oregonians in this framework," said Sen. Lieber. "It is just a framework. We have other issues that we are going to be looking at as the session goes forward. But we wanted to make sure that Oregonians sort of knew where we stood right now."

Sen. Lieber emphasized the need for prudent budget planning, citing potential federal funding cuts from the Trump administration as a significant concern. Federal contributions account for approximately 32 percent of Oregon’s budget, supporting essential services such as health care, education, and transportation infrastructure.

"It’s going to be very, very difficult for us to backfill if the federal government acts to the extent they’ve told us they might," said Sen. Lieber.

The framework includes scenarios for federal funding reductions of 10 percent, 20 percent, and 30 percent. The Trump administration favors a 30 percent cut, which could lead to a $3.6 to $10.7 billion shortfall, potentially affecting critical services.
