Federal judge halts mass layoffs of federal probationary employees

A federal judge in the United States District Court for Maryland issued a temporary restraining order Friday morning, halting mass layoffs across 18 federal agencies.

The decision follows a lawsuit filed by Oregon Attorney General Dan Rayfield—joined by 20 other attorneys general—against several federal agencies.

The lawsuit contends that the firings, which began shortly after President Donald Trump assumed office in January 2025, violated federal laws governing reductions in force. It argues that the dismissals were executed without the legally required 60-day notice to employees.
