Police chase ends when suspect’s car caught by grappler, designed to stop high-speed pursuits

The Clark County Sheriff’s Office has announced the addition of the Grappler Police Bumper to 25 of its patrol vehicles, making it the only law enforcement agency in Southwest Washington and the third in the state to deploy it.
"This innovative vehicle immobilization device will significantly enhance our department’s ability to safely and effectively bring high-speed pursuits to a swift and controlled stop," the sheriff’s office said in a press release.
"The Grappler Police Bumper, constructed of durable yellow nylon webbing, is designed to quickly and safely disable fleeing vehicles," officials said. It deploys a spring-loaded net from the patrol car’s front bumper, ensnaring the rear wheel of a suspect vehicle and wrapping around the axle.
"This advanced technology provides a safer alternative to traditional high-speed pursuit methods, reducing the risks associated with vehicle chases for law enforcement officers and the public," CCSO said.
Several deputies traveled to Arizona in January for specialized training on the Grappler. The sheriff’s office is currently installing the Grappler on its fleet of patrol vehicles, with training for the rest of the patrol staff scheduled for March.
Deputies were able to use the new tool on Thursday, February 13, at about 1:00 a.m. Vancouver Police were investigating a suspicious vehicle in the 8200 block of NE Vancouver Mall Loop. Officials say the occupants were passed out with drug paraphernalia on their laps.
Police used spike strips to prevent the vehicle from leaving, however, the occupants woke up and drove away. Officials say a Clark County Sheriff’s Office Sergeant heard the radio call and saw the vehicle driving recklessly.
"Despite multiple deflated tires, the car continued toward NE Fourth Plain Blvd," CCSO stated. The sergeant had recently completed training with the Grappler, and was able to successfully deploy it. The vehicle was brought to stop and the driver took off running. He was quickly arrested by Vancouver Police.
