Alders on Wednesday approved more than $38 million to settle police misconduct lawsuits but avoided votes on two other controversial agenda items: reducing the city’s default speed limit to 25 mph and amending the city’s Welcoming City ordinance to allow local law enforcement to work with federal immigration officials in certain cases.
