Caught on Camera: Portland Police use intervention techniques to halt stolen SUV

Portland Police say two people were taken into custody Saturday morning following a crash in southeast Portland.
Officials tell KATU News the call began after 11 a.m. at Southeast 60th and Francis with two people slumped over in a stolen SUV.
In a video submitted by a viewer, the white SUV is seen driving through the Reed neighborhood before crashing into a fence.
The white SUV then backed up, hitting a Portland Police SUV before continuing down a neighborhood street.
Police say they used spike strips and other intervention techniques to stop the vehicle.
The two people inside the SUV were arrested and taken to a local hospital for evaluation.
24-year-old Jacob Richardson is facing several drug and theft charges and unlawful possession of a firearm. The identity of the female driver has not been released yet.
