President Biden delivers address on terror attack in New Orleans

President Joe Biden said the man who drove into a crowd of people in New Orleans that killed 15 and injured dozens of others posted video online "mere hours" before the attack about being inspired by the Islamic State terrorist group and had expressed a desire to kill.

Law enforcement has identified the driver who killed 15 people and injured dozens as 42-year-old Shamsud-Din Bahar Jabbar, a U.S. citizen from Texas. Officials have not provided many details about Jabbar or his motives for the attack but have said that they do not believe he acted alone.
