Neighbors on high alert after Milwaukie kidnapping; “She was screaming ‘HELP!'”

Residents of a neighborhood in Milwaukie say they are grateful an 11-year-old girl is home safe after the Clackamas County Sheriff’s Office (CCSO) says she escaped a man who kidnapped her.
According to a press release from the sheriff’s office, the incident happened just before 2 a.m. Monday. CCSO says the girl’s mother called 911 to report the incident after her daughter was able to escape and returned home.
Angela Kraljev lives in the same apartment complex as the girl off SE 46th Ave. and Roethe Rd. in Milwaukie and says she heard the whole thing go down.
"I woke up, she was screaming, "Help, help, help!" Screaming, screaming, screaming. And I should have just, I should have saved her, but I’m glad that she’s she’s safe," Kraljev said.
According to CCSO, the girl reported she was taken just outside her home.
“Deputies spoke with the girl, who said she was walking around the apartment complex when a man physically picked her up and placed her into a red truck,” the press release read. “She said the man drove her a short distance before stopping near some houses, where she managed to escape and run home.”
CCSO says based on the girl’s description of the man and his vehicle they were able to locate and arrest 47-year-old Filipe Hernandez Martinez shortly thereafter.
Martinez is charged with second-degree kidnapping and harassment. CCSO says it is releasing his mug shot because there could be more incidents involving Martinez.
Diana Anderson and Lenora Taker live just across the street and say kids often walk home alone from Rex Putnam High School about a block away from the complex.
"I feel like it is a very safe neighborhood and, you know, really surprised to hear about this," Anderson said.
"We were talking last night about how easy it was when we were kids to just go out riding your bikes or whatever in the morning or night, safe as can be, but now, you can’t let your kids alone for even a few minutes," Taker said.
