Portland Public Schools expects years of declining enrollment

Portland Public Schools announced that they’re seeing a 1.5% decline in enrollment for the next school year, and it projects the decline will continue for the next eight or nine years.

The district has yet to do that large-scale analysis, but as per a Portland State University study, the enrollment decline is in part because people are having fewer kids, and in part because more people in their 20s are moving into the city, while people 30 and up are moving out.

Chief Accountability and Equity Officer Renard Adams says this enrollment drop won’t impact the district’s funding for next year because that will be based on last year’s enrollment numbers.

"I have colleagues in other districts, in other states that we’re having these conversations — when we meet and when we’re texting, just trying to understand what’s going on. And almost everyone I’m talking to is having an enrollment decline in their district. So it is something that’s nationwide," said Adams.

When it comes to how declining enrollment will impact the district after that Adams says it depends on how the other districts are faring.

"I think it’s always concerning when you have enrollment decline, because that typically, in systems I’ve worked in, has meant fewer dollars in revenues that we then could drive to schools. Again, here in Oregon, it’s a proportional share. So we’re hoping that everyone’s experiencing, we know everyone’s typically experiencing a decline. We’re hoping we’re all declining at similar rates, so we don’t necessarily have to worry about not being able to fund things that we know we need to fund,” said Adams.
