Council members in Portland, Oregon propose criminal penalties for graffiti in public rights of way

The city of Portland is known for its beautiful murals. It’s also, unfortunately, come to be known for prolific graffiti.
“They’re doing the meter boxes, the sidewalks, the light poles, the stanches, the TriMet intersections. All of that is in a right of way,” said Paul Watts, owner of Graffiti Removal Services.
Watts knows better than most what properties are frequently tagged.
