Four years after voters approved Oregon’s Measure 110, there was general agreement it wasn’t working and the Legislature made drug possession a crime again. Now, law enforcement in Deschutes County, frustrated by 110’s impact, are buying into a new deflection program to get addicts help rather than a jail cell.
