Deschutes County’s deflection program offers new hope for addicts after Measure 110

Four years after voters approved Oregon’s Measure 110, there was general agreement it wasn’t working and the Legislature made drug possession a crime again. Now, law enforcement in Deschutes County, frustrated by 110’s impact, are buying into a new deflection program to get addicts help rather than a jail cell.
