Top Metro official recommends 2025 ballot question to reform, expand homeless services tax

Metro’s chief operating officer is recommending that the tri-county government add a measure to the May 2025 ballot to modify the Supportive Housing Services (SHS) tax by expanding how the money can be used and how long high-earners pay it.
Marissa Madrigal’s recommendation, which was presented to the Metro Council during a work session on Tuesday, comes as counties work to keep up with SHS tax revenue, which has exceeded expectations by several million dollars.
