Portland renews emergency housing ordinance but lags behind statewide goal

Portland City Council has voted to renew a three-year emergency housing ordinance, despite production not keeping pace with Gov. Tina Kotek’s statewide goal.

So far in 2024, the Portland Housing Bureau has built 479 units, with plans to have 535 completed by the end of the year.

In 2023, the bureau opened 498 units. In 2022, it opened 715 units. Combined, the current three-year ordinance has provided housing for about 1,700 people.

It’s a small fraction compared to Kotek’s statewide goal to build 36,000 units a year. To meet that goal, Portland would have to build about 6,000 units a year to catch up with its increasing homeless numbers.

“That does seem like a lot, but it’s what we need, so we’re actually already behind,” said Commissioner Carmen Rubio, who oversees the housing bureau. “My knee-jerk reaction is like, yes, we need that, and we really need to get our systems optimized so that we can try and meet that goal.”
