Seeing the impact of re-criminalization of hard drugs; Portland Police arrest 70 people so far

It’s been 23 days since House Bill 4002 went into effect. The law recriminalizes the possession of hard drugs, changing a voter-approved ballot measure.
The new law establishes a new misdemeanor that could lead to different levels of jail time.
According to officials with the Portland Police Bureau, as of 7 p.m. Sunday, 70 people have been arrested, 21 of them have been booked and 14 were deflected under HB 4002 charges only. Officials say those arrests are happening primarily in the early morning hours, rather than late at night.
“We’re seeing that now about three and a half, four weeks in, is that that data does correlate with a lot of the downtown work of our bike teams, our neighborhood response team down there,” Robert Simon, with the Portland Police Bureau, said of the downtown Portland area. “They’re doing the bulk of the work, and it’s also our most affected community by the drug epidemic.”
