17 people accused of having drugs since start of Clackamas County deflection program

As of Tuesday, 17 people have been accused of having drugs in Clackamas County since the start of its deflection program.
Starting on Sept. 1, counties had the opportunity to deflect substance users away from the criminal justice system and into treatment. We wanted to learn more about the third most populous county’s program implementation, especially given its rocky start.
