Another resident found dead in Portland transitional housing unit, police investigating

Portland Police are investigating another death at Central City Concern’s Shoreline apartments, a Portland transitional housing site where a previous victim was allegedly left to decay for almost two months in his apartment.
According to police, officers were sent to Shoreline on Saturday, August 18 on a report of a ‘strong odor’ coming from an apartment in the building.
A Central City Concern spokesperson confirmed to KATU that resident Eric Eno was found dead.
"Nobody had even seen him for at least 11 days and we’re still not even sure of the dates," Eric’s sister, Kristine Eno said.
This incident comes just months after an Oregon family filed a lawsuit against both the nonprofit and Multnomah County, alleging the remains of their son, Brendan Mackey, decayed in the Shoreline building for nearly two months despite the family’s outspoken concerns and multiple attempts to get a wellness check.
The lawsuit stated that the Shoreline Building’s transitional housing program was explicitly marketed as having daily check-ins, building sign-in sheets, resident services coordinators, case managers, and agent job responsibilities that included overseeing individual and community activities.
However, Mackey’s family claims they were told by CCC staff that they "don’t do" wellness checks, and repeatedly blocked the family’s attempts to contact their son and CCC staff.
Mackey’s heavily decayed remains were discovered over a month after his family reported him missing – and only then because a staff member was doing a routine check of the smoke detector in Mackey’s room.
"Nobody’s keeping track of anybody. That’s not a halfway house, that’s a crack house,” Kristine Eno added.
A spokesperson for Central City Concern sent over this statement when KATU reached out about Eno’s death.
“CCC is the home for around 5000 people per night. We take that responsibility very seriously and in the event of any death, we begin a review process to learn more and ultimately to look for opportunities to improve our systems if at all possible. Due to the size our resident population and the level of illness many are facing, we are looking at all of our processes and are considering technology tools as well, to be as aware as possible of people’s coming and goings from their homes while maintaining the privacy that our client’s ask for.”
While investigating the Mackey case, KATU spoke with a Shoreline resident about the complex who told us they don’t think Central City Concern is managing the Shoreline building very well.
“I don’t think it’s well-kept. It’s far from well-kept and the excuse that they use is that it’s an old apartment complex," the person said.
"It’s rough. I don’t really talk to the staff that much," the resident continued.
Police say no foul play is suspected in Eno’s death.
