How and why Oregon’s housing agency is spending $65M for shelter operations statewide

During the 2023 legislative session, Oregon lawmakers, responding to an ask from Gov. Tina Kotek, set aside $65M to help existing homeless shelters statewide keep up their current levels of service.
Prior to the 2023 budget ask of $65M, in Dec of 2023 Oregon Housing and Community Services (OHCS) announced it would disburse $24M in funding to stop shelters with operations funding deficits from shuttering.
OHCS’ December funding announcement came after KATU extensively reported on shelter operation funding deficits prompted by pandemic-era federal funding drying up.
