"A billion dollars is a scary number, but it’s a manageable number, I think," said Justin Marlowe, a research professor at the University of Chicago’s Harris School of Public Policy.
In a conversation with WGN’s Dana Rebik, Marlowe expressed concerns over the city’s multi-pronged problem when it comes to balancing Chicago’s budget, but also offered ideas on where budgetary cuts could come.
