Homeless man KATU’s been reporting on for months cited for violating camping ordinance

One of the people cited recently for violating Portland’s camping ordinance is someone KATU News has been following for nearly a year.
KATU’s Steve Dunn first met Kevin Hays while shooting a City in Crisis: Finding Solution special in the fall of 2023. KATU worked with the city to get Kevin into the Clinton Triangle Temporary Alternative Shelter Site (TASS).
Kevin was back camping on the street just a few months later. He told us drug use was the last straw and he was kicked out of the TASS.
