Man wanted for viciously abusing dog arrested in Portland

Portland Police say they have arrested a man suspected of abusing a dog that was caught on camera.
On Saturday, Aug. 17, officers took 25-year-old Isaac Booker Justham into custody.
Police say tips from the community led detectives to positively identify the suspect. Detectives spotted Justham at 4:30 p.m. and requested assistance from Central Precinct. Officers took him into custody at Northwest 13th Avenue and Flanders Street.
